Haven't seen this show in years, but if memory serves he was called G'Kar or similar. He was an Ambassador or dignitary of some sort who often seemed to know more than he let on - a bit like the Cardassian tailor on Star Trek DS9.

I'm sure there are a few out there who can fill in more detail / correct my mistakes on this one.

His name is G'Kar, he is a member of an emancipated slave race, subserviant to Lando's race that appear to be oddly like post-Napoleanic Frenchmen crossed with end of the Era Romans; the last great guardians of the great dying Republic...

Anyway, his species, in the beginning of the series is just coming into its own and clawing at the fringes of the Republic taking back what is "theirs" They are fairly warlike, but at the same time shrewd. And they are the only species without psychics so he offers money to a human psychic to produce progeny... This is just one of a million schemes he put together. He was at the top of the list of suspects whenever anything happened. Then something happened and his race went into decline for some reason while the Republic re-emerged. A bit of role-reversal. He was a fairly deep character, aiming at getting what was best for his people regardless of ethics.
