That's more or less what I thought it was (assuming Wikipedia is actually right for a change). There was an old Amiga game that was based in such a steam-technology world, but I can't remember what it was called at the moment.

Sort of. Both Wild Wild West and Brisco County Jnr were still set back in cowboy days but had extra technology, while "steampunk" is a parallel universe kind of thing mostly set in a more modern era that still relies on steam power.
