They look good, but would be totally illegal since there's no license number ... or would get mostly covered up by the real licence plate.

A surround for the real plate would be a better idea (although plates are different sizes in different countries).

some places only require a plate on the rear of the vehicle, so a plate like that could be used on the front.

Thanks, I sort of knew that, but wasn't 100% certain. Here in New Zealand you have to have both front and back plates on cars.

Of course, you can always buy those plates just to hang on your bedroom wall.

It varies, state-by-state, in the U.S.

i.e. Kansas only requires a plate on the back of the car - Texas requires a plate on the front and back
